Pelham Redevelopment

Overview

ECE Planning have recently secured planning permission for Phase Two of Chichester College Group’s Central Brighton Campus masterplan. This involves updating the existing Pelham Tower with over-cladding, helping to create better education facilities by vastly improving the environmental and thermal performance of the building. It significantly improves the appearance of the tower and includes new signage and a visual portal to the south face of the tower, in keeping with the recently completed Phase One redevelopment and extension to the campus.

The tower was originally completed in the 1970’s with the envelop largely unchanged, resulting in poor thermal performance and airtightness. This has resulted in elevated heating costs in winter and overheat conditions in the summer. Retaining the substructure and superstructure will save up to 2,650 tonnes of carbon, the equivalent emissions for heating 980 homes annually. The proposed ‘fabric first’ upgrades will save up to 41% of operational running costs and reduce gas consumption by 33%. The overall safety of the building will be improved with the installation of fire barriers into the façade.

The proposed design includes cladding to the south and north plus cladding and replacement fenestration to the east and west facades. The cladding elevates the tower to a more slender and elegant appearance. The design incorporates replacement roofing, insulation, and improved glazing with solar control blinds.

A visual portal has been introduced to the high point of the south face of the tower. With plans to be illuminated at night, the portal references the historic churches surrounding the college, particularly St Bartholomew’s Church. Signage will be located on the east and west elevations to ensure the best visibility for the college, facing the direction of students, staff, and visitors as they arrive at the campus.

Working alongside ECE Architecture, the college and a large consultant team, ECE Planning led the scheme through extensive Pre Application discussions with the local authority and gained planning permission and advertisement consent for the works.

Client Testimonial

Oliver Bardsley, Vistry Group

"The planning team were very proactive and were in constant contact with ourselves. They have been monitoring and chasing down all aspects of the project from conditions to getting responses from the case officer.

Rebecca Hoad has been highly praised by our Technical team for dealing with conditions, chasing them down and ensuring they are on top of all information submitted."

Simon Lewis, Development Director, St William Homes

"A fantastic result and team effort. However, there is no way we would have got our scheme permitted without ECE. You have been the game-changing ingredient!"

Rod Flavell, President, Saltdean United Football Club

"Working with ECE’s planning professionals has been a pleasure.

A process as complex as Saltdean United’s application to redevelop its facilities for our communities' future generations of adults and children to enjoy in an area of outstanding natural beauty was always going to take a sensitive touch to balance the needs of all the stakeholders.

We are delighted to say the ECE team dealt with the challenges with great patience, persistence and professionalism.

Its been a long but ultimately fruitful journey to this point and we are under no illusions that there are many more challenges to come as we move to the development phase but with ECE’s continued support we believe that the club will deliver a legacy for future generations to enjoy."
