Overview
ECE Planning secured consent, at appeal for the change of use and alterations to a residential care home to form 9no, one-bedroom flats. Arun District Council had previously refused the proposal on the grounds of their impact on the character and appearance of the existing building and wider context. The Council also expressed signficant concerns in relation to the highways and parking impact.
ECE Planning successfully demonstrated that the proposal would have a positive impact on the character and appearance of the existing property and, the character of the wider area.
In addition ECE Planning formed a robust and coherent positing with regards to those highways and parking concerns identifid by Arun District Council. ECE Planning demonstrated that the traffic movements associated with the use of the property at 9no. one-bedroom flats are reduced from those associated with the previous residential care home use. The Planning Inspector also agreed with ECE Planning that the provision of 2no. off-street parking spaces was adequate for the proposed use.
In dismissing each of those reasons for refusal given by Arun District Council and, on the basis of the robust positions put forward by ECE Planning, ECE Planning secured a full award of costs.
